What is the effect of java.sql.Connection.setMaxRows()?

Seems the v2 Redshift driver implements setMaxRows() code wise. What is the effect of setting it?

I.e.:

1. is there a LIMIT clause added to a query?
2. or is the max rows propagated to the DB server to ease its burden?
3. Or is it just a limit in the driver driver used to limit the number of rows returned from the driver to the client?
