Linux perf supports jitter filter. We can add jitter to SPE by configuring SPE sysregs and enable / disable on user-request.

DOD:

Add jitter to SPE filter parse function. See how we’ve added CLI parser with filters here: https://gitlab.com/Linaro/WindowsPerf/windowsperf/-/merge_requests/615
parse_events_str_for_feat_spe and m_sampling_flags (we should add “jitter” as OK option.
Add in wperf-driver jitter support.
Add regression for jitter in SPE CLI filters.
