[Proposal] add an aptos ts-sdk playground

There are a lot of questions about ts-sdk lately, which is a good thing since that indicates a lot of people are using it.

However, pasting code example here causes quite some information loss and it's less easier vs an online playground that people just go in, edit code, run and share the example with a link. Such user-friendly playgrounds include:

• https://github.com/wevm/viem/tree/main/examples for viem (the sdk for evm)
• https://beta.solpg.io/ for Solana
• https://go.dev/play/ for Go Programming Language
• https://play.rust-lang.org/ for Rust

Such playground should be fairly straightforward to setup especially for ts-sdk since it's all js. Maybe able to leverage existing tools such as https://stackblitz.com/ or https://codesandbox.io/
