RSR updates - resize photos during upload

A new suggestion was received from the partner team concerning photos in RSR updates.

Context

We have a limit on the size of photos in RSR updates (2MB). Photos larger than that are denied by the system. This is because partners using RSR in countries with low speed internet cannot load RSR pages properly if photos are too large - we had to adjust to the context in the field.

Problem

There is a risk that some project officers doing updates will be discouraged from posting updates altogether because resizing a photo is an extra job for them. It especially concerns updates posted through RSR UP app as many officers do not know how to resize photos on their mobile phone.

Suggestion

When a user uploads a new photo, which is larger than 2MB, it should be automatically resized to fit the accepted size limit. Probably the user should be notified that the photo will be resized. Should be implemented in both, RSR Up app and the RSR website.
