Admin user role in RSR should have more powers

An admin inside partner organisation should have more powers. This is needed to be able to correct other user mistakes, for instance.

If we take an example of the results framework, admins cannot edit or delete indicator values there. If M&E manager makes a mistake and inputs the same indicator value twice, there is no UI for M&E user or admin to correct that. If we give admins more rights, partners will not have to ask us for help every time they do a mistake that they cannot correct themselves.

Also Akvo super users do not seem to have the full spectrum of rights - Annabelle reported just recently that she cannot lock/unlock indicator periods as a super user. She needs to log in as an M&E user for partner organisation to do that.
