what is simple fps counter task

I want to write a simple FPS counter task for the main branch, but I'm not sure if the task is for the overlay section or not. By "overlay section," I mean something like the scanning overlay you placed in the bottom right corner of the screen.

and my next question about this module;

how to should write UI Panel for control scan options in module ?!
I think we need write API for communicate between frontend and panel and module core.
Am I right or wrong?
