Reenable tabularView page

tabularView Page was created for comparing two builds (test vs baseline). However, this page has been broken for a while.

A couple of thoughts:

• debug the current code
• debug after reverting the auto-generated code introduced by npm: upgrade several dependencies first, so we have a relatively stable state to work with.

I am currently working on this issue with three other team members
