작업 내용

develop 브랜치 머지 전 Github action 에서 빌드 테스트를 진행해야 하지만, 현재는 develop 브랜치에 머지가 되고 난 후에야 빌드 테스트를 진행하고 있습니다.
PR 등록 시 빌드 테스트를 진행하도록 수정합니다.
