When I set inspection_tool_model_data.required to false it doesn't let me use golden shovels with custom model data to claim

The inspection tool is the stick (tool for inspecting), NOT the claim tool - there's another option for custom model data with that.

Apologies I sent the wrong config option, but nonetheless the same issue applies, I'll update the title
