Program Manager should have the basic functionality of a shell, giving the user options to start programs, shut down the system, and open commonly used programs.

• The user should be able to create, add items to, and delete a program group.
• MDI should work as expected, with window management functions positioning windows properly.
• When set as the default shell, progmgr should:
• Give an option to shutdown through GUI
• Spawn a desktop window
