Send publication notifcation also to event_creator

I think for the sake of completeness (and our Bremen process), it would be good to send the confirmation mail about publishment of an event also to the Event creator. Currently, this is only sent to the person which becomes event asp.

Konkreter Anwendungsfall:
Ich bin Bremen allgemeiner Aktions-ASP und erstelle die entsprechenden Events. Teilweise bin ich aber nicht Pinguin (Event-ASP). Wenn ich dann im Pool den richtigen (anderen) Pinguin auswähle, bekomme ich aber die Info nicht, wenn die Veranstaltung freigeschaltet wird. Das ist aber an sich für mich auch eine interessante Info, da ich dann entsprechend nochmal sowohl Pingu/Co-Pingu wie auch der Crew Bescheid geben kann, dass die VA nun im Pool ist.

Sofern Creator und EventASP identisch sind, soll die Mail natürlich nur einmal geschickt werden.
