Filter panel close button scrolls out of sight with content

Michael demonstrated the filter panel on his e-reader, where the automated categories list is below the human categories list, causing the contents to scroll. Scrolling down, the close button disappears out of sight, which is confusing.

Fix: ensure that only the panel body will scroll and not the header containing the close button.
