【背景】
当事件和流水线比较多时，在「触发事件」tab查找到想重放的记录比较难

【需求】
构建详情页支持「重放事件」：

hover 出现下拉的两个操作
点击操作后二次确认：确定发起重新构建吗？ / 确定针对此流水线重放事件吗？
「重放事件」效果和「触发事件」tab下的重放一样，以相同的触发参数触发一次运行，build id 和流水线版本都是新的
「重放事件」后，在「触发事件」tab 也会生成对应的重放记录
