With the development and expansion of the project
The process of testing and ensuring the integrity of each update will become difficult

Deno tests + GitHub actions would be helpful for us and project contributors

added lint.yml to handle lint + deno tests

after adding deno tests we can uncomment this in the lint.yml

tests can be to check if cache have course or stats code for some routes
