This rule would raise a diagnostic that reads:

The codeunit {0} is declared with Access = Public, but only contains local and/or internal procedures (and no event publishers or OnRun trigger).

The diagnostic should be raised if:

• The codeunit only has local procedures or internal procedures, and
• The codeunit has no event publishers (IntegrationEvent or BusinessEvent)
• The codeunit has no OnRun trigger
