CWA Golang Volumes Customisation

Child of StatCan/aaw#831

The volume already has a table in the upstream code. We need to chose which we pick.
If we take their work, we will need to disable some features (to determine which but at least opening volumes or creating volumes without notebooks).
We will also need to decide UX wise, which UI to follow.

There might be a dependency on the i18n task.

Will need to co-author the commit with appropriate user.
