Implement i18n for Central Dashboard Upstream

I18n for Central Dashboard is spread out on a few commits.
There was also a fix of the config or configmap needed.

The commits related to this feature that need to be integrated into upstream code are:

Note: When upstreaming, you will need to add instructions to readme on what to do when adding a new language, or editing something in the translated texts, or adding new text etc
