Why is useSpecifiedRepositories not true by default?

After scratching my head for a few days thinking something in my Maven settings was broken, I found this issue #49 and setting useSpecifiedRepositories to true solved my problem. I'm curious though, why isn't true the default for this property? It would seem that if users have explicitly configured repositories, it's reasonable to expect that they would be used by default.
