Make Fiscal Year Configurable

The current driver of the "Fiscal Year" value for new V2MOM records appears to be tied to when the records are created, not a picklist that is configurable for the creation of forward-looking V2MOM records. This needs to be configurable by Admins, and accessible to users to that they can create current fiscal year, AND future fiscal year V2MOM records, concurrently.
