Title search without quotes is not actually sorting by relevance

The titles in the examples in this issue don't work anymore, maybe those documents have been suppressed

it's unclear from the interface whether relevance sorting works at all for title search - I'm not sure whether we actually have relevance ranking enabled for title (my memory is that relevance applies for keyword only). Either we need to disable relevance ranking for title search or implement it for titles (although it may no work well since solr uses tf-idf and titles are pretty short).
