Bug in IntervalMap.js creates strange periods in finalized policy objects when creating multi-year inputs #2185

E.g., https://policyengine.org/us/policy?focus=gov.irs.income.bracket.rates.4&reform=70045&region=us&timePeriod=2024&baseline=2. This is the result of changing the 2024 & 2025 values to one thing, 2026 & 2027 to a second, then 2029 & 2030 to another. This is likely driven by the same bug identified in #2115.
