Why is this feature being added?

Featured Jobs data will be stored in our database and served up via API once back-end PR OperationCode/operationcode_backend#365 is merged in. Once that's ready, the front-end will need to adjust its data source.

What should your feature do?

Fetch Featured Jobs data from API endpoint instead of using the static JSON file in the front-end that was added for #982.
