Update Path for User Picture

Currently the User Picture is taken from '%PROGRAMDATA%\Microsoft\User Account Pictures' and it is not per-user (deprecated aswell afaik)

Describe the solution you'd like

Change the path from '%PROGRAMDATA%\Microsoft\User Account Pictures\user.bmp' to '%LOCALAPPDATA%\Microsoft\Windows\AccountPicture\UserImage.jpg'

So it is per user and the picture size is 1080x1080 px

Should also fix the scaling issue(s) I saw from other users
