A new command that staff or admins can run to refresh the roles (ARTCC STAFF, VERIFIED) and nicknames of everyone in the server.

When updating the nicknames, don't change anything before the "|" symbol. As sometimes nicknames have certain names in them that have been changed. i.e. Nikolas "Nik" Boling | ZZZ FE -> Nikolas "Nik" Boling | ZLC FE
