clean up start files so that things are consistent read_attrs and config_attrs

These requests will make generic plotting easier

• motor name in header['start'][''motors'] should always be the readback name in all data streams
  • epu1_phase_readback does not comply
  • more should be added
• data in configuration attributes should not have redundant names:
  • db[scans[0]]['descriptors'][0]['configuration']['pgm_en']['data'] returns

    {'pgm_en_user_offset': 0.0,'pgm_en_user_offset_dir': 0,'pgm_en_velocity': 5.0,'pgm_en_acceleration': 0.1,'pgm_en_motor_egu': 'eV'}
