Ruby 2.1.3 release

Primary change is upgrading to the lasted stable Ruby version.
Includes fix for HTML safe issue on the Refine Search page.

Ruby 1.9.3 release

Just creating a formal release process. In anticipation of switching to Ruby 2.1.3, we are naming this release (arbitrarily) 1.0.0. Last thing actually released was a minor update to the en.txt file.
