Allow multiple votes on a single post?

Currently, each agent can only have one vote per post regardless of what those votes are in terms of. This may not be the best solution.

Example:
A bad meme is posted under the "memes" tag and the "comedy cemetery" tag. You would like to downvote it in memes, but upvote it in comedy cemetery.

Proposal:
Only disallow the creation of new vote entries when there is already a vote by the same source that shares 1 or more tags inTermsOf with the new entry
