Created a new troubleshooting section for AKS error codes
The AKS team would like to create a new category in the troubleshooting guide to allow customers to filter based on error codes. We didn't change any of the original documentation but created a new section in the docs called error codes. We have migrated the VM extension errors as an initial trial.
