这应该是青年大学习API的问题。

Github Action使用的都是国外的服务器，而青年大学习的API应该是会阻止或者限制国外IP的访问，所以才获取不到数据，下载不了文件。

不过，如果你拉取之后在本地编译是没什么问题的。

我后面可能会考虑使用其他的CI工具编译来解决这个问题。
