Describe the feature

Continuation of work for #11 to fully allow RichEditBox support in Uno Platform applications when support is added to Uno Platform.

Dependent on unoplatform/uno#3848.

Rationale for the feature

Required for true cross-platform support.

Scope of the feature

Capability Priority
Ability to support binding to RichEditBox in RichEditToolbar for Uno Platform Must
