Fishing questline

I'd like to start working on converting the fishing questline (starting with under the sea -> inside the belly and so on) into the proper format, but obviously don't want to step on anyone's toes/replicate work. I searched issues/PRs/Discussions, but didn't find anything.

Is anyone already working on this? I spoke briefly with Damarus, but just wanted to post something here as well to confirm what I can help with, if anything.

Edit: Also, it feels like it should be a feature branch, with the fact that oswald, zaldon, and the inside the belly stuff needs to be redesigned. Best as a bunch of smaller PRs into a separate branch IMO.

Seems like no one is currently working on this, and there are no objections. Could someone with the ability to do so, please create a branch called "feature/fishing_quests" or something like that?

Fishing as a feature has a setting that turns it off by default. If you're going to start submitting quests, just make one of the start conditions for each of those quests that same feature. Dedicated feature branches tend to rot, so it's much better to get things into main behind a setting or a flag

I'm going to start by erasing all the quest logic in zaldon and oswald, then submitting quests back in one by one as separate luas.
