info dump: deactivated content IDs / deleted characters, and what happens to their delivery box and AH items

As I was trimming my SE bill and deleting a character today, I decided to perform some experiments and document what happens.

When the character is DELETED:

• AH Item can still be purchased, the name still appears in AH history (there may be a delay, but it will appear)
• Items sent to another character but which have not yet been seen by that character cease to exist and never arrive.
• Items sent out and received by another character can still be taken out of the delivery box by that character
• Items returned to the deleted character vanish into limbo. If another character is created with the same name it does not receive the returned item.
• Items sent TO the deleted character can be canceled from the senders delivery box to retrieve them, since they were never picked up.

When the content ID is deactivated but the character still exists:

• The character is still accessible till the next time the roster loads after the next billing period starts
• Todo (soon): what happens to items mailed TO this character from another? When reactivated the items arrive as normal if not removed from sending box of the other character. This includes item you "return to sender".
• Todo (soon): what happens to items mailed FROM this character from another? They still arrive just fine as long as the character wasn't deleted.
• Todo (soon): can this characters items on the AH still be purchased by another? Yup!

Other:

• Also worth noting the name goes blank in the senders box when the character being sent to was deleted and actually did take the items. I sent a savory shank, accidently returned it when I meant to give it to a friend, then deleted the character without picking it up at the char it was returned to. It got deleted and when I mouse over it before the sendbox removed it, no name was there. Normally you'd see the name still.
• Oddly enough on items not yet picked up the name is still there for my deleted character!
