reactive sanraku

Hi everyone, my name is Massimo, I recently made a private server but for domestic use with my brother, I'm trying to work on the server as best I can, I'd like to reactivate sanraku to make ZNMs, could you direct me to the section to reactivate it and maybe know why it was disabled? pandemonium doesn't interest me at the moment but the other ZNMs do, thanks for your hel
