How is encumbrance status effect meant to be used?

The effect lua has "get power", but what am I supposed to put as power for full encumbrance ?

The only examples I see are using binary:

its a status effect that blocks a certain equip slot power is in hex or bin.
so 1,2,4,8,16....
or combined powers to make more than 1 slot blocked.
the effect caps at 0xFFFF or 65535

So 0xFFFF blocks every slot from being equipped?
If you were to use this as status effect for Ballistic Kick's(Iron Giants - https://www.bg-wiki.com/ffxi/Category:Iron_Giant ) encumbrance you'd
