Description

Revert a recent change that requires Chinese governments to have completed the integration decision at least once to request forces from their puppets

Reasoning

While I get the intentions behind this change, the AI is just too stupid to justify it. Sometimes there isn't enough time to integrate puppets before a war starts, and when that happens, AI's mismanagement of divisions borders on intentional sabotage.
