Description

Addition of Ivan Dochev as the SIC for NatPop Bulgaria by completing "A Silent Puppet on the Throne", with the Local Tyrant trait.

Reasoning

Should NatPop Bulgaria decide to restore the Tsardom, their original SIC (Stefan Klechkov) will remain in his position while Dochev goes from being country leader to disappearing altogether. The event for the restauration continues to refer to the regime as Dochev's, with no allusion to him stepping down from de facto leadership.

The Local Tyrant traits is suggested due to the first focus of the NatPop tree being named "Tyranny of the Young Officers", as well as being very reflective to his style of ruling according to the tree descriptions and events.
