Is it possible to make a command that will turn on all bots and send offer to master account, (I'm using ASF only for trades) |

Yes it's possible to make such command. For details, please look at the developer documentation for creating your own plugin. In case you are open to using two commands instead of just one: I recommend you look at commands section of wiki. |
