Since we're adding a third log to the server control page for chat (#48), we should allow users to collapse/expand each of these as desired.

When collapsed, the browser should stop any buffer requests for the collapsed log to cut down on unnecessary resource utilization (and SAW log spam).
Collapse state booleans should be saved in the user's session so that we "remember" the state of each log when visiting the Control page.
