Add Sphinx docs to be published onto Read the Docs.org. You will need an account to be able to do so. The project on github and on Read the Docs can be linked so that readthedocs will automatically build and publish.

Maintainers can also be added to a project's docs, notifications can be sent out via email and/or hooks, and latest versions can be specified.
