i want to be able to limit how many plots plot squared makes to say 100. but i cant limit how many plots it make please let me know if this is possible

When using PlotSquared as a world generator, it doesn't generate whole plots, it just generates chunks as requested by the server. As it doesn't keep track of how many (partial) plots it generated, there is no way to limit it.
There are other options that depend on your use-case:
PlotSquared has a World Border feature. This way, you can prevent players from running around and generating new chunks everywhere, but instead have a dynamically resizing limit.
You could use any other world border feature to limit the size of the world, but you probably won't achieve specific limits regarding the number of plots with that.
You can create single plots using the Single Plot feature.
You can create a plot area in an existing world using the /plot area create command. However, that command is really difficult to use, I'm not sure if anyone knows how it works.
If none of that fulfills your needs, you'd need to be more precise in what you're looking for.
