Joke commands can be set off when user pins comments

For example, if Arun were to pin a comment, Sirius could still tell him to shut up which doesn't make much sense.
Whilst this isn't the bigest issue, the knowledge to apply this may be useful as I have just realised whilst writing this comment that the level system will give you xp for pinning messages as it will count it as a message being sent. I guess it counts as activity but it does feel a bit biased towards people who are allowed to pin.
