Opening this ticket as a place for discussion of whether we want to make INN-wide issue templates.

Our repositories fall into these general buckets:

• Largo, a WordPress theme used by us and by others, which often receives outside contributions and bug reports
• WordPress plugins maintained by us, where issues are generally feature requests and bug reports
• site umbrella repositories and theme repositories, where issues are generally feature specifications for contracted work, QA, and bug reports

There are a few other repos of note:

• INN/docs, which is a documentation repo
• INN/.github, which is this repo

Creating issue templates in INN/.github would apply these issue templates to all repositories under INN that don't have repo-specific issue templates. This may cause confusion if we create "feature request" and "bug report" and "QA task" issues assuming they're for umbrella repos, but then someone sees them in a plugin context.
