Sometimes registry has details of dataset with empty hash & nothing in this code catches that #356

Seen in practice after a registry problem; registry was saying a file 404'd but in reality the file looked fine to us.

The Azure blob storage container ‘source’ had an entry for ‘.xml’, and this is probably why.

We should probably just filter out and not process any datasets with an blank hash?
