Support for Cypher System

I'd like to request support for Cypher System by Monte Cook Games.

The alias could be as simple as /r cs # because Cypher System uses a simple d20 roll-above system against a target number.

The number to roll above is a level from 1 to 10, which is multiplied by 3 to determine the number that needs to be met or exceeded by the d20 roll.

So doing /r cs 3 results in a d20 roll that needs to meet or exceed a 9.

The only other bit that would need to be indicated is a Nat 1 resulting in a "GM Intrusion", a Nat 17 through 19 is a "Minor Effect", and a Nat 20 is a "Major Effect."
