Heroic installs some game(s) incompletely (i.e. some files are missing) which results in a broken installation

Describe the bug

When I install the game "S.T.A.L.K.E.R. Shadow of Chernobyl" via Heroic, after the setup process some key files are missing and the installation is completely broken. Installing via the offline installer works as expected.

The download log shows a 100% completion and no errors.

Perhaps it's a bug with GOG's new Preservation Program? I also noticed a similar thing with Morrowind when I installed it a couple of weeks ago, just after the Preservation Program launched: some key files were missing there as well. In both cases the games have received a fresh update via the Preservation Program, so maybe the new patches aren't properly exposed via the API or something

Unfortunately, in both cases I also haven't installed these games in recent years, so I can't know if this broken behavior was always there or if it's a new thing.

Steps to reproduce

1. Install "S.T.A.L.K.E.R. Shadow of Chernobyl".
2. Inspect the game's install folder.

Expected behavior

Installing a game via Heroic should produce identical results to the offline installer.
