Allow Burst of Flames to be used on Group Tasks

Right now if you try to use Burst of Flames on a Group Task, it shows an error. Talking to Sabe, it seems this was because the skill used to change the color of the task and at the time we didn't want that. We think it'd be fair to allow it to be used on Group tasks now.

We need to have a more thorough discussion on how we'd like skills to interact with Group tasks in general in the future as well. Opening comments to any thoughts on that matter for us to reference in future discussions, if there are any opinions.

Can I work on that issue? Or does it need more discussion on your side before implementation?

@PatriciaHeimfarth this issue still needs a larger discussion before implementation still, especially since we did a rehaul of group plans a few months after this issue was made. i'm adding the discussion tag to it to reflect this.
