Why use "toe" variable to calculate "toe_tow" only for BDS?

related code realization is following below,

double toe_tow = (sys == SYS_BDS ? time2bdt(time_add(ephem_ptr->toe, -14), NULL) : ephem_ptr->toe_tow);
