Index tenant data field in search provider

Problem

We need to implement a feature that lets admin users search for a tenant by the attributes in the data field.
The problem is custom data isn't indexed for tenants, only for users, registrations, and entities.

Solution

Allow Indexing of tenant attribute fields so that they can be searched

Alternatives/workarounds

None at this time

Additional context

Examples of additional attributes are name, state, city, country, organization_id, etc. We have ~40 attributes for each tenant, we would like to be able to search on ~10 of them
