Description and related issues

We need an e2e test to check our doc functionality. Here is a write up for how to test it: https://filiphric.com/testing-pdf-file-with-cypress
It is not necessary to test the contents of the pdfs

Acceptance criteria

  • e2e coverage for documents has been added

Testing criteria

the login page user clicks the How to get Started link a pdf downloads
the login page user clicks the How to Access the eAPD a pdf downloads
the login page user clicks the State Administrator Authorization Form a pdf downloads
