Fixing dependencies on a few data files to be in Cartool root directory #3

Cartool depends on a few data files on its root directory. This has to be investigated: either remove or be tolerant to files missing, allow files to be optionally somewhere else, distribute these files right here?

/Bin directory, the target for Cartool.exe, has been added. It contains a few files needed for proper execution.
It is not quite sure if all files dependencies are there, so ticket remains open for the moment.
